Asians top hate victims

ASIANS are by far the most likely group to be victims of race
hate crime according to figures released by Greater Manchester
Police.
They show that there were 3011 race crimes between March 2002 and
March 2003 and that 1172 of the victims were Asian.
In comparison there were 248 white victims and 852 black.
The town recording the most race hate crimes was Rochdale, where
incidents were up 64 per cent followed by Oldham.
But overall hate crimes were down by almost 20 per cent.
In contrast the number of GMP stop and searches rocketed by 47 per
cent with ethnic minorities one-and-a half times more likely to be
stopped than white suspects.
GMP have denied this indicates a worsening racial bias against
Asians and blacks pointing out that stop and search figures for the
previous year revealed that ethnic minority suspects were twice as
likely to be stopped on the streets by officers.
GMP claim the rise was partly the result of a new policy launched
by the Chief Constable, Mike Todd, involving several
stop-and-search campaigns targeted on areas of high street
crime.
Said Chief Superintendent Tony Kane: "The fact is that most
intelligent people do not think there is a race link to propensity
to crime but we are targeting hotspots and they are often in areas
where ethnic minorities happen to live."
He also added that compared to whites, a greater proportion of
Asian and black youths lived life 'on the streets' and therefore
were more likely to be stopped.
The report also shows that little progress was made in the period
in recruiting Asian and black personnel. Only 24 more ethnic
minority officers joined the ranks bringing the proportion of Asian
and black officers in the force to 3.2 per cent of the total - an
increase of just 0.3 per cent.
