THE Greater Manchester Police is to toughen-up its anti-racist
policies in a bid to avoid a possible prosecution by Britain's race
relations chiefs.
A three man team will examine ways of tightening-up the force's
race equality scheme which was criticised as inadequate by the
Commission for Racial Equality (CRE).
The GMP's race advisor, Dr Brian Holland, Sergeant Tom Martin of
the GMP Respect team and GMP equalities monitoring officer Janett
Sheddon will redraft the scheme in a bid to satisfy CRE
guidelines.
The move follows a threat from CRE chairman Trevor Phillips that
legal action might be taken against the force under race relation
laws for failing to meet minimum standards on diversity and race
equality.
His warning came after a CRE probe found that the GMP along with 13
other forces were "non-complaint" with race relations law.
The CRE investigation was ordered after the BBC's 'Secret
Policeman' documentary showed GMP, Cheshire and North Wales police
trainees using violent racist language. One officer admitted he had
illegally charged a 'Paki' and another dressed up in a Ku Klux Klan
headdress.
Trainees at a police college were seen cheering after being
informed that the only Asian on their course had been taken off it.
Instructors failed to criticise or stop the jubilation.
The CRE investigation of GMP race policy found it failed in two out
of eight areas.
Dr Holland said the CRE found that GMP were failing to assess the
impact of its written race relations code and did not give enough
detail on how race relations training should be conducted.
